Go back to Administrative announcements, which you will see above, e.g., 2012 Train Mountain Triennial / Announcements / Administrative Announcements / Triennial Committee Meeting. Click on Administrative Announcements, which is a sub forum to which you can add threads. Where you now see the option to post a "NEW REPLY" you will then see "NEW THREAD." You cannot post a new thread from a thread, you must go back to the parent of the thread.
